Public records must be checkable long after the contract that produced them ends. R-Series gives every AI-assisted step in a department a hybrid post-quantum receipt that verifies offline, with published algorithms, a public verifier and vectors published under licence, and no call home to us.
Applications, decisions and AI-assisted drafts become receipts: who asked, under which rule, what came back, and a hash of the record itself.
Every receipt carries an Ed25519 and an ML-DSA-65 signature. A verifier refuses a receipt that is missing either one.
An auditor, a court or a citizen-facing body checks a record with the public verifier and vectors (published under licence), on their own machine, without contacting DCS.
